Purpose of This Policy

This policy explains how We organise and manage raffles, small society lotteries, prize draws, competitions, auctions, fundraising events, and other fundraising activities carried out by HRE4U CIC.

It explains how fundraising activities are administered, how winners are selected, and what participants can expect when taking part.

Some fundraising activities are subject to specific legal or licensing requirements. Where this applies, We will operate those activities in accordance with the relevant legislation and any applicable licensing conditions.

Our Fundraising Principles

We are committed to running fundraising activities fairly, transparently, responsibly, and in support of HRE4U CIC's community purposes.

Unless clearly stated otherwise, fundraising activities are organised and administered by or on behalf of HRE4U CIC using procedures designed to ensure fairness, accurate record keeping, and transparency.

Any specific terms, eligibility requirements, ticket prices, prizes, closing dates, or additional conditions relating to an individual fundraising activity will be published alongside that activity.

Eligibility

Unless otherwise stated, fundraising activities are open to people aged 16 or over.

Where an activity is operated as a Small Society Lottery, lottery tickets must not be sold to, or by, anyone under the age of 16.

Some fundraising activities may have additional eligibility requirements or restrictions. These will be clearly explained within the information published for that particular activity.

Small Society Lottery Requirements

Where an activity is operated as a Small Society Lottery, HRE4U CIC will comply with the requirements of the Gambling Act 2005, applicable regulations, and the conditions of its registration with Liverpool City Council.

At least 20% of the gross proceeds from each Small Society Lottery will be applied directly to the community purposes of HRE4U CIC.

The total value of tickets made available for a single Small Society Lottery will not exceed £20,000, and the combined proceeds of all Small Society Lotteries operated by HRE4U CIC will not exceed £250,000 in a calendar year.

No prize in a Small Society Lottery will have a value greater than £25,000, whether purchased or donated.

Raffles, Small Society Lotteries, Prize Draws and Competitions

HRE4U CIC may organise raffles, small society lotteries, prize draws, competitions, and similar fundraising activities to support our community work.

By entering one of these activities, you agree to the rules published for that activity together with this policy.

Where an activity is operated as a Small Society Lottery, it is conducted under HRE4U CIC's registration with Liverpool City Council and in accordance with the Gambling Act 2005, applicable regulations, and any relevant licensing requirements.

HRE4U CIC's Small Society Lottery registration number is SSL0259. The named promoter is John Boyham, acting on behalf of HRE4U CIC.

Fundraising activities may be operated online, in person, or using a combination of both.

Unless clearly stated otherwise, activities operated online and those run in person are treated as separate fundraising activities with separate entries and, where applicable, separate draws.

Where an activity is explicitly advertised as being available both online and in person as part of the same fundraiser, all valid entries will be combined into a single draw. Online and in-person entries are treated equally and have the same chance of winning.

Free Giveaways and Promotional Activities

From time to time, We may run completely free giveaways, promotional draws, or other free-entry activities. No payment, donation, purchase, or other financial contribution is required to take part unless clearly stated otherwise.

A winner may be selected at random from all valid entries or chosen using criteria published for that particular activity. For example, We may invite people to submit a photograph, nomination, comment, or other response and select a winner based on the published format.

Where a free activity uses random selection, all valid entries will be treated equally unless the published rules clearly state otherwise.

Where a free activity is judged rather than selected at random, the basis on which the winner will be chosen will be explained as clearly as reasonably possible when the activity is advertised.

Free giveaways and promotional activities are separate from paid Small Society Lotteries operated by HRE4U CIC.

Offer-Based Fundraising Activities

We may occasionally invite people to express an interest in purchasing a donated or fundraising item by stating the amount they would be willing to pay for it.

Unless clearly stated otherwise, no payment is required merely to submit an offer or take part in the selection process. Unsuccessful participants pay nothing.

The method used to select the person who is offered the item will be explained when the activity is advertised. This may include random selection from accepted offers or another clearly stated method.

Where selection is random, the amount offered will not increase or reduce a participant's chance of being selected unless the published rules expressly state otherwise. Each valid participant will be treated in accordance with the rules published for that activity.

Where a participant is selected, they may be offered the opportunity to purchase the item for the amount they previously offered. If they do not proceed, We may select another participant or withdraw the item, as explained in the published rules.

Any minimum offer, estimated item value, suggested contribution, closing date, selection method, or other conditions will be clearly stated for the individual activity where applicable.

Participation by Directors, Volunteers and Team Members

HRE4U CIC directors, volunteers, team members, and people connected with Us may participate in our fundraising activities on the same terms as other participants, unless they are directly involved in determining the outcome of that particular activity.

For raffles, lotteries, and other activities where the winner is selected automatically and at random by our internal systems, being a director, volunteer, or team member does not by itself prevent someone from entering.

Where a winner is selected through judging, assessment, or another discretionary decision, anyone directly involved in making that decision is not eligible to enter that activity.

No director, volunteer, team member, or other person may use their role, access, or involvement with HRE4U CIC to influence entries, alter the selection process, or obtain an unfair advantage.

Where We reasonably believe that someone has attempted to manipulate or improperly influence an activity, We may disqualify their entry, withhold or seek the return of any prize, payment, or other benefit obtained, restrict or remove access to HRE4U CIC systems or activities, and take any other appropriate internal action.

Where the circumstances indicate possible fraud, theft, dishonesty, or other criminal conduct, the matter may also be reported to the police or another appropriate authority.

Entry and Payment

Unless otherwise stated, all entries for a particular fundraising activity are sold at the same price. Purchasing multiple entries increases the number of chances to win but does not change the price per entry.

Unless otherwise stated, there is no limit on the number of entries an individual may purchase.

Successful online entries normally receive an automated confirmation email confirming the entry and, where applicable, any ticket numbers allocated. Ticket numbers are generated automatically and cannot be chosen, reserved, or influenced.

Online entries are recorded electronically through HRE4U CIC's website. Records may include the entrant's name, contact details, ticket numbers, payment status, draw details, and other administrative information needed to operate the activity fairly and accurately.

Entries are considered valid only where payment has been successfully received or where an entry has been manually approved by HRE4U CIC for a legitimate administrative reason. Failed, cancelled, refunded, unpaid, duplicate, test, or incomplete entries are excluded.

In limited circumstances, HRE4U CIC may manually add an entry on behalf of an individual, for example following an administrative issue or where an existing entry has been transferred. Any manually approved entry is treated exactly the same as every other valid entry.

Where a fundraising activity requires an entry fee or ticket price, entries are valid only once the published amount has been paid in full before the advertised closing date and time.

For paid activities, entries received without the required payment, after the closing date, or otherwise not meeting the published requirements will not be accepted. Different arrangements may apply to free giveaways, promotional activities, and offer-based fundraising activities as explained elsewhere in this policy and in the rules published for the individual activity.

Lottery and Raffle Formats

Unless stated otherwise, all raffles and lotteries operated by HRE4U CIC are chance-based. Winners are selected at random from all valid entries received before the closing date.

Where numbered entries are used, ticket numbers are generated automatically as entries are received.

Entries are created only after payment has been successfully completed or where an entry has been manually approved by HRE4U CIC. Where activities are limited by time rather than a fixed number of tickets, there are no pre-generated or unsold ticket numbers.

Closing Dates, Extensions and Cancellation

Fundraising activities normally close at the advertised date and time.

Where appropriate, We may extend the closing date if entry levels are lower than expected or where doing so is considered fair to participants. Existing entries remain valid.

In exceptional circumstances, We may close an activity earlier than advertised where it is considered fair, reasonable, or necessary for its effective administration. All valid entries received before the revised closing time will be included.

Occasionally, We may need to cancel a fundraising activity. Where this happens, affected participants will be notified and any payments made will be refunded or otherwise resolved in a fair and transparent manner.

Winner Selection and Contact

Where an activity is chance-based, winners are selected using a fair and transparent random draw from all valid entries received before the published closing date. Where an activity is judged or uses another published selection method, the winner will be chosen in accordance with the rules stated for that activity.

Random draws may be carried out using HRE4U CIC's electronic systems or another fair random selection method. We may retain an internal record of draws, judging decisions, or other selection processes for governance and audit purposes.

Winners will normally be contacted using the contact details provided at the time of entry, usually by email.

Reasonable attempts will be made to contact winners. If a winner does not respond within a reasonable period, the prize may be treated as forfeited. Unless otherwise stated, forfeited prizes are not redrawn.

Prizes and Delivery

Many prizes are kindly donated by individuals, organisations, or local businesses in support of HRE4U CIC.

Prizes are awarded as described at the time of the fundraising activity. Unless explicitly stated, prizes cannot be exchanged for cash or an alternative item.

Collection in person is always welcome where appropriate. Free local delivery may be offered within Liverpool and Sefton.

Where postage is required outside these areas, the winner may be asked to cover postage costs unless otherwise stated. At our discretion, We may choose to cover these costs.

Entry into any fundraising activity does not guarantee that a prize will be won.

Prize and Item Valuations

Where We publish an estimated value for a prize or fundraising item, the value will be based on the current price of the same item, or the closest reasonably comparable item We can identify.

Where an exact price is not available, We will make a reasonable good-faith estimate using comparable items and the information available to Us at the time.

For donated or pre-owned items, the estimated value will reflect the item's reasonable market value rather than the amount, if any, paid by HRE4U CIC to obtain it.

Estimated values are provided for information purposes and may differ from prices available elsewhere.

Auctions

From time to time, We may organise fundraising auctions. Auctions are separate from raffles, lotteries, prize draws, and competitions.

Unless otherwise stated, the winning bidder is the person who submits the highest valid bid before the advertised closing time.

By placing a bid, you agree to purchase the item if your bid is successful.

If a winning bidder fails to complete payment within the stated timeframe, We reserve the right to offer the item to another bidder, re-run the auction, or withdraw the item.

We reserve the right to withdraw items or cancel an auction where necessary. Any payments already received will be refunded.

Where an auction is operated online, the successful bidder will normally be sent a secure payment link for the amount of their winning bid. Payment must be completed using the payment method and within the timeframe stated by Us when the winner is contacted.

An auction item will not normally be released, collected, delivered, or posted until payment has been received in full.

Fundraising Events and External Providers

Some fundraising activities may include workshops, experiences, or events delivered by independent external providers.

External providers remain responsible for delivering their own activities, including any guidance, demonstrations, or information provided during their sessions.

We aim to work with trusted providers and require them to confirm that they hold appropriate public liability insurance where applicable.

Data Protection

Personal information is used only to administer fundraising activities, process entries, contact participants and winners, arrange prize delivery, maintain accurate records, prevent misuse, and meet legal, financial, and regulatory obligations.

Records and Statutory Returns

We maintain appropriate records relating to fundraising activities, including entries, proceeds, prizes, expenses, winners, and other information required for financial management, governance, and legal compliance.

Following each Small Society Lottery, We will submit the required statutory return to Liverpool City Council within three months of the date of the draw.

The statutory return may include information such as ticket sales, total proceeds, prize values, expenses, donated prizes, and the amount applied to HRE4U CIC's community purposes.

Internal reports may also be generated to support accounting, auditing, governance, and regulatory requirements.
